India may reconsider post-2020 restrictions, Chinese firms could be allowed to bid for government contracts

The Finance Ministry is reportedly evaluating a proposal to ease restrictions imposed in 2020 that prevented Chinese companies from participating in Indian government tenders. The move is being considered amid concerns over rising project costs, delays in execution, and limited competition in large infrastructure and manufacturing contracts.

If approved, the policy shift could reopen access to government procurement opportunities worth an estimated $700–$750 billion annually. Officials believe allowing greater competition may help speed up stalled projects and reduce financial pressure on public-sector undertakings and contractors.

However, any final decision will require clearance from the Prime Minister’s Office, given the strategic and security sensitivities involved. The restrictions were originally introduced following heightened border tensions between India and China, making this potential rollback a significant policy signal.

Experts say the move reflects India’s attempt to balance national security concerns with economic efficiency, especially as the country pushes for faster infrastructure growth and global supply chain integration.
