Budget 2026 Should Focus on Infrastructure, Capex and Sectoral Reforms: Morgan Stanley

Global brokerage firm Morgan Stanley has outlined key reforms that the Indian government should consider in Budget 2026, stressing the need for higher infrastructure spending, continued capital expenditure (capex), and fiscal discipline.

According to the report, the auto sector requires stronger policy support for electric vehicles (EVs) to accelerate adoption and boost long-term growth. In the telecom sector, Morgan Stanley highlighted the need for relief measures, including easing the burden of Adjusted Gross Revenue (AGR) dues and rationalising contributions to the Universal Service Obligation Fund (USOF).

The report also underlined the importance of increased government spending in railway

ays and defence, stating that higher capex in these sectors would support economic growth, job creation, and domestic manufacturing.

In addition, Morgan Stanley pointed out that housing demand needs policy support, especially through measures that improve affordability and stimulate urban consumption.

Overall, the brokerage believes that a reform-oriented Budget 2026, with a strong focus on infrastructure and key sectors, could help sustain India’s growth momentum while maintaining fiscal stability.
