
According to the Economic Survey 2025–26, India must adopt a stable and predictable agricultural export policy to achieve its ambitious $100 billion target in combined exports of agriculture, marine products, and food and beverages over the next four years.
The survey described agricultural exports as “low-hanging fruit with immense export potential” but warned that frequent policy shifts — such as ad hoc export bans and minimum export prices — can disrupt supply chains, create uncertainty for foreign buyers, and damage India’s reputation as a reliable supplier.
India currently aims to nearly double its export value from about USD 51.1 billion in agricultural exports in FY 2024-25. However, despite being the world’s second-largest agricultural producer by value, the country still accounts for just a small share of global farm exports, highlighting untapped potential.
The Economic Survey recommends balanced policies that ensure domestic food availability at fair prices while enabling farmers and exporters to expand into global markets, through measures such as buffer stock management, market interventions, and efficient supply logistics.
Overall, the report underscores that consistent export-oriented policy frameworks could unlock rural income growth, improve market confidence, and position India as a stronger player in global agricultural trade.
